The required permissions are minimal:
All repositories
Repositories (all read/write permissions) (Actions, Administration, Commit statuses, Contents, Deployments, Issues, Metadata, Pages, Pull requests, Webhooks, Workflows)
Account (read-only for all) (Block another user, Email addresses, Events, Followers, Git SSH Keys, Plan, SSH signing keys)
