PickRule

This is a CLI tool that uses the GitHub Licenses API to fetch license text and create LICENSE.{SPDX ID} files (e.g., LICENSE.MIT).

The command is pick-rule, and you can specify the owner and default license in config.json. Timestamps are also automatically retrieved.

For example, with the MIT license, there are things like Copyright (c) <year> <copyright holders>, but the script automatically fills those in for you as well.
